Allow revision of document before review
If a user without 'reviewer' access, edits a document; they cannot make any more changes until it has been reviewed.
If the department's 'reviewer' is out of the office, the document is unavailable to everyone.
One also can't give everyone in the department 'reviewer' access, or they can see all of the department's documents.
There are 3 issues:
- A 'non-reviewed checked-in' document is unavailable for viewing by everyone; including the last approved revision.
- A 'reviewer' can see all department documents, regardless of their file permissions. They should only be able to review documents where they are the 'owner' or have 'view' access
- A document can't be 're-checked-out' before an approval by the department 'reviewer'.
