Feature - Email Template Editor

Add a new Email Template Editor that would allow administrators to edit the various email messages sent out through the system (new user, new file, reviewed file, etc).

    Useful features:

    The file description be added to the email body

    a link to the documents file details (rather than just the home screen) added to the email body
